if you've had a reduction in the past like what happened in 2009-12 ish then then they can catch you up but can never go above 2% a year cumulatively

under prop 13 property taxes can go up a max of 2% a year unless there are voter approved initiatives

Unfortunately, they're susceptible to review and increase based on property values from time to time, unless you're grandfathered in from an old purchase. As you mentioned, selling would also trigger a new assessment. Good ole Cali!

Wow. Our property taxes went UP. I thought that wasn't supposed to happen until a property was sold or improved. What a shock.
